A Strategic Chokepoint
Djibouti's geography does most of the work. Sitting at the mouth of the Red Sea where it narrows toward the Bab-el-Mandeb strait, the country sits directly on the most heavily trafficked submarine cable corridor connecting Europe, the Middle East and Asia to East and Southern Africa. That location has made Djibouti City one of the more consequential landing points on the continent, attracting systems that might otherwise bypass a nation of its size entirely.
The Cable Mix
Six systems are documented serving Djibouti, spanning different eras and ownership structures. Asia-Africa-Europe 1 (AAE-1), which entered service in 2017, is among the higher-capacity systems on the route and forms part of the core Europe-to-Asia corridor. PEACE Cable, active since 2022, represents a more recent addition to that same corridor and adds a degree of redundancy on the long-haul path toward Pakistan, East Africa and Europe.
EASSy (Eastern Africa Submarine Cable System), at roughly 10,000 kilometres, anchors Djibouti's connectivity southward along the East African coast, linking it to a broader constellation of landing points across the region. Blue-Raman adds another layer to the Red Sea and Indian Ocean routing options.
The shorter Aden-Djibouti cable provides a direct link across the Gulf of Aden to Yemen, a route that carries both local and transit significance given Djibouti's role as a regional hub. Africa-1, currently planned, would extend the portfolio further when it enters service.
Resilience and Dependencies
With five active systems and a sixth in planning, Djibouti has more cable diversity than most countries in Sub-Saharan Africa. That said, all documented landing infrastructure concentrates at a single point — Djibouti City — which means a localised event at or near that landing station carries outsized risk for the country's international connectivity. Geographic diversity of routes is strong; physical diversity of landing infrastructure is not.
The Red Sea corridor itself carries a broader vulnerability shared by all systems using it: the strait is narrow, heavily transited by shipping, and has historically been a site of cable faults. Djibouti's position in that corridor is simultaneously its greatest asset and a structural exposure it cannot fully mitigate through cable count alone.
Regional Role
Beyond domestic connectivity, Djibouti functions as a transit and backhaul node for landlocked neighbours and for traffic flowing between cable systems. That role gives the country an infrastructure significance that extends well beyond its own internet demand.
