Rwanda sits at the heart of Central-East Africa, bordered by Uganda, Tanzania, Burundi and the Democratic Republic of Congo. That path introduces distance, multiple border crossings and a dependency on the fibre infrastructure and regulatory arrangements of transit countries, each of which adds a layer of risk that a direct coastal landing eliminates.
The practical consequence is that Rwanda's international bandwidth costs and latency figures are shaped not only by what is available at the coast, but by the condition and pricing of the terrestrial links that get traffic there. Congestion or a cut anywhere along that overland path can affect the country's international connectivity as surely as a cable fault at sea.
Satellite as a parallel layer
Satellite connectivity — geostationary and, increasingly, low-Earth-orbit constellations — provides Rwanda with an alternative path that is independent of both terrestrial transit and the specific cables serving the East African coast. For redundancy purposes this matters: a break in the overland fibre route does not simultaneously take down satellite capacity. The trade-off is latency and cost relative to fibre, though low-Earth-orbit services are gradually narrowing that gap.
