Hispaniola's position in the Caribbean gives it proximity to cable corridors connecting North America, South America, and Europe. That geographic circumstance is an asset in principle. Whether Haiti can translate regional cable density into direct, resilient connectivity depends on factors well beyond proximity — principally, the investment and institutional conditions required to land, operate, and maintain cable infrastructure.
