A landlocked position in a coastal-cable world

Botswana sits at a geographic disadvantage when it comes to submarine cable access: it has no coastline. Bordered by South Africa, Namibia, Zimbabwe and Zambia, the country cannot host a cable landing station of its own. Every bit of international bandwidth must arrive overland, transiting through a neighbouring country's terrestrial fibre networks before reaching — or departing from — a coastal landing point elsewhere on the continent.

That dependence on transit arrangements is a structural constraint, not a policy choice. Even as the wider southern African region has become one of the more cable-rich parts of the continent — with major systems landing at Durban, Cape Town, Mombasa and Dar es Salaam — Botswana's connectivity quality is ultimately determined by the capacity, pricing and reliability of cross-border links rather than by anything the country controls directly.

Terrestrial transit and satellite as substitutes

In practice, Botswana's international traffic routes through South Africa above all, given that Johannesburg functions as the dominant internet exchange and regional hub for southern Africa. Terrestrial fibre corridors connecting Gaborone to the South African network provide the primary path to submarine cable capacity on both the Atlantic and Indian Ocean coasts.

Satellite capacity — geostationary and, increasingly, low-earth-orbit constellations — serves as a parallel layer, particularly relevant for rural areas and as a hedge against terrestrial outages. Where terrestrial links are congested or disrupted, satellite provides a fallback, though typically at higher latency and cost per megabit than a direct fibre path would offer.

The resilience picture is therefore mixed. Multiple terrestrial routes and multiple satellite providers reduce the risk of a single point of failure, but the country remains exposed to disruptions in neighbouring networks and has less direct negotiating leverage over capacity costs than a coastal state with its own landing infrastructure.
